Speaker Mike Johnson’s sudden bid to deliver aid to Ukraine came days after fresh intelligence described the situation as a make-or-break moment in the war – exactly the kind of situation Biden and the White House have been warning Johnson about for months.
The intelligence, shown to lawmakers last week and described by two who saw it, built on weeks of reports that have alarmed members of Congress and Biden admin officials. On Thursday, CIA Director William Burns warned that, without more U.S. aid, Ukraine “could lose on the battlefield by the end of 2024.”
Now, Johnson is embracing $60.8 million in aid to Ukraine in hopes of preventing deep losses on the battlefield. This comes after months of resistance as Johnson faced growing threats to his speakership if he sided with Biden and allowed a vote on the aid.
For Biden, it would be a major foreign policy victory.
“[Johnson] realizes that he can’t put it off any longer,” said one lawmaker, granted anonymity to discuss private conversations. “We’ve been working with him for months to try to get him here.”
Johnson’s grown more vocal for the last several weeks in privately promising lawmakers that he’d allow Ukraine aid to come to the floor for a vote. With other pressing priorities such as government funding and spy authority stacked through March and into April, this week was one of the first openings to move on Ukraine.
While some say Johnson could’ve moved faster, Republicans who support Ukraine have largely said the same of Biden, dismissing suggestions that the president has played any defining role in delivering a Ukraine aid bill. They have long argued Biden hasn’t made strong enough use of his bully pulpit to make the case for defending Ukraine against Russia.
As for when we can expect the aid bill, it’s part of a package that could pass the House as soon as this weekend. More on that and how Johnson came around to supporting Ukraine’s effort at the link below.
