中國對美國和世界秩序構成了嚴重的經濟、技術和知識威脅，這一點越來越明顯了。
我們曾經以為中國會民主化。錯。我們曾經以為它的政權會自由化。錯。我們曾經以為中國人民會站起來，加入自由民主的世界。錯。
最大的爭議是：我們該如何回應？如果中國對自由主義國際秩序構成生存威脅，我們是否有能力改善我們的制度，使其能夠面對挑戰，我們是否能使我們的政治體制再次發揮作用？
