......西方社會，掩耳盜鈴地認為中國也進入了新的國際秩序。中國一方面虛與委蛇，一方面堅稱"西方敵對勢力亡我之心不死"，不僅沒有像西方那樣在情報研究及媒體領域"撤軍"、"裁軍"或"轉業"，而且隨著經濟的強勁，繼續以冷戰思維投入更大力度，建設大外宣系統。"中國之聲"是這個努力的結果之一。
"敵進我退，敵駐我擾".....中國人一邊懷揣易碎的玻璃心，動輒民族感情受傷害，另一方面又毫無顧及地在春晚小品中歧視非洲人，在網絡上鄙視"阿三"（印度人）、"棒子"（韓國人）、"猴子"（越南人）和"鬼子"（日本人），他們腦子有毛病嗎？中國政府一邊發動"抵制聖誕節"運動，一邊要將推動"春節文化"走向全世界，邏輯上有問題嗎？西方人可能很容易看到其中的不公平，但是在中國政府鼓吹的國家主義思維中，這是"我們的勝利"。同樣的道理，"境外敵對勢力之聲"火力減弱，並不意味著意識形態轉型，而是"厲害了我的國"。
"中國之聲"的強勢出擊，就是在這樣的意識形態背景下，實踐毛澤東的小流氓戰略方針："敵進我退，敵駐我擾，敵疲我打，敵退我追。"西方社會不可能退到回冷戰年代，但是同時也必須面對崛起之後的中國帶來的挑戰。"
此書遠流有翻譯本《克林姆》 ( Klimt By Frank Whitford 1990)，1994年，雖然出處沒，有幾處可能翻譯錯誤，不過有簡單索引，還是很有幫助 (本書中，主要的維也納文化人都提到、引用了)，譬如說，重要的評論家/記者Karl Kraus (April 28, 1874 – June 12, 1936)卡爾·克勞斯，本書翻譯成"克羅斯"，有6處出處。
