蔡孟堅是蔣介石的私人特派"中日和約簽訂"的安排、促成者；成功之後，繼續在日本扮演類似腳色近十年 (後以外交部顧問、中影公司的常務董事等名義參與、退出....)。

當時台灣的某些方面的領導，有多頭馬車角力現象：蔣介石知道日本國力及有許多可當他復國的顧問；蔣經國生母被日本戰機炸死，對日有仇。陳誠另有許多不同的見解......台灣，池小，王八多。
