早在1200 多年以前，日本在佛教傳播中碰到一個重大問題難以解決，即隨著佛教的發展，也需要更多的僧尼，但日本卻沒有符合佛教戒律規定能夠主持授戒的僧人。於是，由天皇下詔派榮睿、普照兩位僧人到中國邀請佛教律師到日本傳律授戒。當他們到達揚州請高僧鑑真東渡時，鑑真提起當年日本長屋王派人攜帶千領袈裟入唐施給佛僧的事。在這些袈裟上寫著〞山川異域，風月同天，寄諸佛子，共結來緣〞十六個字。鑑真懷著到異域傳法的情熱，冒著喪身千里波濤的危險，經過六次東渡，終於到達日本，為日本佛教的傳播和推進中日兩國文化的交流做出了光昭千古的貢獻。
