人的評價，很有意思。據2017年的文章說，Abraham Flexner 1959過世時，紐約時報頭版刊出消息/訃文、社論，對他的貢獻，贊美有加。現在，我們在醫學教育圈，還可讀他百年前報告的檢討。然而，你從Wikipedia 對他的介紹，讀不出光與熱。
在普林斯頓的高等研究院網頁，可以讀到2017年的書的後半部。又，這本百來頁的精裝英文書，台大圖書館的進價二百多點(元)，台灣的書店現在幾乎無此種定價的書。

【比韓國瑜更該被罷免的市長】
無趣的選舉終於結束，卻也是台中建商地主發大財的開始。
總統選舉的結果對我來說頗為無趣。因為一年前，縱使小英當時的民調慘不忍睹，我就已經推斷她的連任應該不成問題。因為「年輕一代雖然對她失望，卻沒有絕望，只要她誠懇地正視下一代面對的問題，找回年輕一代的熱情」。
只不過後來的選舉中，台灣年輕人的熱情並不是蔡英文找回來的，而是香港年輕人用血淚換來的。所以還是老話：未來四年蔡英文真的應該誠懇地正視下一代面對的挑戰。芒果乾不是天天都能賣到好價錢的。
我也早在去年11月中旬就預料到，有縣市首長會利用選舉混水摸魚，趁機調低公告地價。果不其然，盧秀燕以極為囂張的態度，將公告地價一舉調低20%。
有多囂張呢？台中市這次調低公告地價，創下以下的紀錄：
《全國所有縣市30年來的公告地價調整，單次實質降幅最大》
除了宜蘭縣於105年將公告地價玩過頭（故意大幅調高「非建地」的公告地價），並於107年將「非建地」公告地價調回的例子以外，這次台中市調低公告地價的幅度，是三十年來全國所有縣市最大的。也就是說，除了宜蘭107年那次玩數字玩過頭的調整以外，台灣沒有一個縣市在過去30年敢調低公告地價超過10%。而台中這次壓低公告地價高達20%。創下30年全國歷史記錄。

六都當中，台中市的公告地價與正常交易價格的距離，向來是最大的。這次強壓公告地價20%的結果，讓台中市公告地價佔正常交易價格的比例，成為本島所有縣市最低（10.86%），全國僅次於澎湖與金門。台中公告地價佔正常交易價格的比例，僅僅達到全國（19.79%）的一半。
《一邊喊沒錢，一邊猛降稅》
降稅，是因為台中市錢多嗎？恰恰相反。就在去年盧秀燕上任後就抱怨「錢都被借光了」「台中市的債務已經接近警示線」，不到一年，變成錢多到可以大幅降稅？還不是想靠賣土地，像當初苗栗的劉政鴻一樣？

盧秀燕帶來的傷害，絕對是長期而且影響深遠的。降稅20%，將來就必須加稅25%，才能回復到原來的水準。而原來的水準就已經是六都最低。甚至還有人主張「首都減壓」，最好減壓到台中不是嗎？壓低土地持有稅便於囤地養房，加上首都減壓到台中，真是發大財的終南捷徑。

盧秀燕會這樣肆無忌憚，絕對是盤算過對自己Z>B。她所就讀的地政系絕對不會教她踐踏公告地價。而提高地價稅更是孫文一生最堅持的主張。審計部甚至也在決算審核報告中要求台中「自籌財源占歲入比率有待繼續提升，以強化財政自主能力」，這些都形同狗吠火車，為了自己的政治利益，她可以背叛所有理念所有要求。
今天如果這樣一個蹂躪不動產稅到如此猖狂的政客，可以不用付出政治成本，其政治生命不但沒有終結還能延續，這麼好康的事，對其他政客不會形成示範嗎？真要如此下去，我們也不用花時間談什麼居住正義。大家趕快勒緊褲帶，省下錢來買房買地才是真的。
